The Partner Colorado team provides a wide range of services such as Phase I Environmental Site Assessments, Phase II Environmental Testing, Property Condition Assessments, ADA Surveys, Construction Risk Management, Asbestos Surveys, Energy Benchmarking, and much more in support of commercial real estate transactions. The Colorado team is led by Steve Kitzke, who has substantial experience providing environmental and engineering consulting to lenders, investors, developers, and all parties in commercial real estate (CRE) projects.

Solutions

Phase I Environmental Site Assessments
Partner is the national leader in Phase I Environmental Site Assessments by volume, as well as the #1 provider of ESAs in Colorado. Most reports are performed to meet the standards of ASTM E1527-21. Partner often customizes reports to meet individual client or agency lender's (Fannie Mae, Freddie Mac) requirements.
Property Condition Assessment Report
In addition to providing Phase I ESAs, Partner provides Property Condition Reports and Commercial Building Inspections for a wide variety of clients including CMBS lenders, Fannie Mae/Freddie Mac lenders, and equity clients. Most of our reports are performed to meet the standards set within ASTM E2018 guidelines.
Construction Risk Management
For those financing construction projects in Colorado, understanding budgets and keeping payments in line with progress is critical.  Partner offers a full suite of Construction Risk Management services to help construction lenders and investors minimize risk throughout the project - starting at underwriting with Contractor Evaluations and independent Document & Cost Reviews, through loan administration with Construction Progress Monitoring Inspections and Funds Control & Disbursement services, all the way to ensuring a successful project with a Construction Completion Commitment.
Phase II Environmental Testing
Partner performs Phase II Environmental Testing either in support of a financing decision or to meet the requirements of the Colorado Environmental Protection Agency (CEPA). Most of our reports are performed to meet the standards set by ASTM E1903-11. Colorado has its own Hazardous Waste Act (CHWA) separate from federal laws with independent authority to regulate and enforce cleanup. Partner Denver staff is familiar with CHWA specifications and can navigate Colorado clients through the process if needed.
Radon Assessments
Partner performs radon testing and consulting services for a variety of commercial and multifamily residential properties. The Partner Denver staff recognizes that many Colorado counties fall within the EPA's Radon Zone 1 and could potentially have high levels of radon, representing a concern for indoor air quality.
Asbestos Surveys, Lead Paint Inspections, and Mold Assessments
As an add-on to a Phase I ESA or Property Condition Report or as a separate service, Partner offers assessments and solutions to address the risks of asbestos, lead paint, and mold. As part of Phase I, we regularly perform a visual evaluation of accessible areas for the presence of Asbestos-Containing Materials (ACMs). Should it become evident that Asbestos-Containing Materials may be present, Partner can perform sampling and testing to evaluate if Asbestos-Containing Material is in fact present. Partner offers a variety of Lead-Based Paint services including Inspection, Testing, Risk Assessments, and Clearance Inspections. Moisture and Mold issues can escalate quickly if not addressed promptly. We offer mold testing, assessments, and remediation to help owners address and mitigate this concern.
ALTA Land Title Surveys and Zoning Services
Partner is a coordinator and preparer of ALTA/NSPS Surveys, Boundary Surveys, Topographic Surveys, and Zoning Reports across the United States for use in commercial transactions. We effectively handle and facilitate the coordination of land surveyors, title, ordering, process, product, and delivery. We manage the entire process of acquiring your survey and can effectively manage single-site or multi-site transactions. Our extensive network allows us the flexibility to provide a registered professional land surveyor for any site location—nationwide—with competitive pricing. We will coordinate all questions and comments from all transaction parties with the site surveyor and furnish reliable timely surveys all from one point of contact. A Zoning Report is a necessary part of many real property transactions because the current owner is responsible for existing zoning violations. Partner’s Zoning Reports take usage regulations into consideration, as well as local and municipality provisions and other regulations such as the Americans with Disabilities Act (ADA).
Energy Benchmarking
Did you know? Denver now requires Energy Benchmarking and reporting for all commercial and multifamily buildings over 50,000 square feet in size - these buildings will be required to report their energy benchmarking score starting June 1, 2017. As of June 1, 2018, all commercial and multifamily buildings over 25,000 square feet in size will be required to report their score. Colorado Experience

Since 2010 Partner has completed nearly 5,000 projects across Colorado and over 1,200 in Denver. Some recent projects and experience that provide insight into our Colorado Environmental Consulting Practice include:

  • Partner completed Property Condition Reports on a 26 site portfolio of parking structures across the country, including Aurora, CO.
  • Partner performed Phase I Environmental Site Assessments and Phase II Environmental Testing for a 45 site portfolio of automotive repair locations (Car Collisions) Spanning across Colorado (Colorado Springs, Denver, Englewood, Lakewood and Pueblo West), Illinois and Indiana.
  • Partner completed a 30 site portfolio throughout the country, including Phase I Environmental Site Assessments (ESAs), Property Condition Assessments (PCAs) and seismic Probable Maximum Loss (PML) Reports on properties. The Phase I ESAs, PCAs, and PMLs were conducted for an equity client.
  • Our sister company Partner Energy secured $13 million of ARRA grants and loans for the implementation of energy efficiency projects at low-income multifamily projects across the country.
