A Significant Nexus is when “Wetlands performing functions that society values… And where there is evidence for the real potential to affect the physical, chemical, or biological integrity of traditional navigable waters” AND when the evidence is more than speculative or insubstantial- i.e., a tree starting with the leaves (headwater wetlands/streams) are connected to a twig (ephemeral or intermittent stream) are connected to a branch (perennial stream) are connected to the trunk (the TNW).
