Phoenix, AZ – September 9, 2019 – Edward Garcia, a registered architect and multi-disciplinary consultant and building solutions specialist, has joined Partner Engineering and Science Inc. (Partner), an international due diligence, design and construction risk management firm headquartered in Torrance, Calif., as a Technical Director of Property Condition Assessment Services.
Based out of Partner’s Phoenix, AZ office, Garcia brings over two decades of experience in all aspects of architecture, design, development and building science. He has expertise in preparing and overseeing project management and staff support for a wide range of technical due diligence reports, and providing guidance in building assessment reporting, environmental remediation, and specialty consulting (forensics, restoration, audits, and design) for almost every commercial real estate sector.
Garcia’s focus at Partner will be in providing management and technical insight into PCA reports for equity-driven deals, providing ancillary consulting and advisement for Partner’s growing roster of equity clients, and supporting government contracts with Small Business Administration (SBA) and/or Americans with Disabilities Act (ADA) provisions.

Prior to joining Partner, Garcia was the Senior Vice President of a major building assessment services firm, where he managed all aspects of assessment reporting and solutions consulting for a range of complex, equity-driven multi-million-dollar deals. He spent five years at Best Western Hotels and Resorts managing compliance and site and building design for new construction, building conversions and renovations, and historic preservations. Additionally, Garcia has been a manager, technical expert, expert opinion consultant and property and building assessor at consulting and equity firms.
Garcia was the founder and Principal of Garcia Architects, LLC, a firm that worked on federal, public, private and Native American community projects.

Some recent notable projects that Garcia has consulted on include due diligence services for the Ritz Plaza in New York City, essential planning and management documentation for a Congressional appropriation of $492 for multi-site hospital facilities across the United States, and construction management for a major commercial office building in downtown Phoenix. Garcia has extensive experience in evaluating equity-level risk condition on $50 Million-plus properties, including managing all aspects of due diligence assessment, quality review, and reporting for over 800 buildings throughout his career. His representative equity clients include Carlyle Group, FPA Multifamily, Anchor Health, Marriott Hospitality Group, Landmark, Chicago Tribune, Vestar, and Avison Young.
Garcia holds a Magna Cum Laude BS in Architecture from Arizona State University, where he was a member of the Tau Sigma Honor Society and won number of accolades for professional design projects. Garcia was awarded the Air Force Commendation Medal and top security clearance in the US Air Force, where he was an intelligence analyst. He is a registered architect in the States of Arizona and Utah.
