Sacramento, CA – Partner Engineering and Science, Inc. (Partner) announces that John Wharff has joined the firm as their newest Principal and Technical Director of the Site Mitigation practice. With more than 20 years of experience in both the public and private sectors, Mr. Wharff is highly qualified in conducting and managing environmental, health and safety, and remediation projects. Mr. Wharff will also play a critical role in expanding Partner’s presence throughout Sacramento and Northern California in order to continue fulfilling their client needs.

Mr. Wharff has managed environmental projects that include soil and groundwater characterization studies, all phases of Environmental Site Assessments (ESA), peer reviews, remediation, permitting, hazardous waste management, compliance, and a multitude of field activities for commercial and government clients.
Mr. Wharff understands the specific and differing needs of a variety of clients, including state agencies, banks, property management firms, commercial developers, brokers, attorneys, PG&E, the Navy, petroleum retailers, utilities, construction and mining companies, the California Department of Transportation and school districts. He has developed technical scopes of work, estimated project cost and scheduling, and conducted meetings and presentations to various stakeholders including regulatory oversight agencies. In addition, Mr. Wharff has managed several projects for the City of Sacramento including the renovation of the historical train depot and redevelopment of a city park and community garden.
In the fall of 2014, Mr. Wharff helped form the Brownfields & Land Revitalization Committee (BLRC) in California. As a committee member, he helps educate communities and economic developers on how to handle Brownfield issues, get funding from the Environmental Protection Agency (EPA), and identify tools in order to revive and develop key sites. http://www.caled.org/brownfields-technical-resources/

Mr. Wharff received his Bachelor of Arts (B.A.) degree from California State University in Sacramento in Environmental Science with a focus on Biology. In 2002, Mr. Wharff earned the title of an Environmental Professional (EP) as defined in § 312.10 of 40 CFR 312.
