After over a decade in development, last year ground was broken on the massive revitalization of San Francisco’s historic Hunter’s Point Shipyard and Candlestick Point. Partner was thrilled to play a truly unique role in this enormous effort by providing 3rd party construction oversight for an EB-5 stakeholder.
With an ocean between them and no precedent in place for project monitoring, the client entrusted Partner’s construction services team to serve as the boots-on-the-ground oversight and verification for this EB5 investment team. The multi-billion-dollar undertaking will transform the long-dormant Hunters Point Naval Shipyard, 495 acre de-commissioned Navy base along San Francisco’s southeast waterfront, into a 775 acre vibrant master-planned community located just minutes from downtown San Francisco.
The planned redevelopment includes self-sustaining communities of multifamily properties, redevelopment of select historic buildings, integration of parks and open space, new live/work commercial centers, along with the destination points and supporting hospitality facilities. Development of the horizontal infrastructure for Phase I of the San Francisco Shipyard has already commenced with a 75-acre parcel which will consist of approximately 1,400 homes and 10,000 square feet of retail, including 25 acres of parks and open space.
The eventual build-out of Phase I is projected to occur over the next five to seven years. As the need for 3rd party oversight emerges, Partner’s Construction Progress Monitoring (CPM) team will play a critical role in the development of what will likely become a requirement.
To date, Partner has provided Development Status Reports (DSR) to the client, which focused on the progression of the development as it relates to the investment funds. The reports, which are the summation of our quarterly site visits, provide an independent opinion with regard to construction operations and developer schedule.
