Lead-based paint testing is generally tailored to the building characteristics and the client’s needs, but below are some common types of inspections and testing.
Lead-based paint inspection and testing is commonly required as part of due diligence during multifamily and commercial real estate transactions, as well as prior to demolition or renovation of buildings.
Buildings constructed prior to 1978 are at risk of containing lead-based paint. It is prudent to obtain an LBP inspection at these facilities when peeling or damaged paint is identified, or when these facilities are occupied by children as they are the most sensitive to lead poisoning by ingestion. Many lenders require this as part of their due diligence, including for Housing and Urban Development assisted financing and SBA financing in some cases.
Additionally, OSHA has specific requirements for worker protection as it relates to lead exposure. The Lead in Construction Standard Title 29 Code of Federal Regulations (CFR) 1926.62 which establish permissible exposure limits to lead during construction activities.
Renovation and demolition activities may also disturb lead-based paint or generate lead-based paint dust, so lead-based paint sampling prior to these activities is important.
